National Tuberculosis (TB) Elimination Program’s (NTEP) Nikshay portal has a Direct Beneficiary Transfer (DBT) module for Nikshay Poshan Yojana (NPY) Scheme.

 

Under this scheme, each TB patient is provided with 500 INR per month, which is directly deposited into their bank account. The amount is provided for the entire duration of TB treatment and is provided for nutritional support to TB patients.

  1. In Nikshay, one needs to update the beneficiary’s bank account details (Bank Name, Account Number and IFSC Code)
  2. Beneficiaries’ bank details (entered in Nikshay) are sent to the Public Finance Management System (PFMS) for validation/ registration. This is a one-time activity for each beneficiary (provided account details do not change).
  3. Based on the scheme’s eligibility criteria, every time a beneficiary is eligible for DBT a benefit is created in the system. Each benefit is tracked till a DBT transaction is flagged as successful for the beneficiary.
  4. DBT can be made to validated/registered beneficiaries. For every payment, a double check by the TB Unit (TU) and District TB Officer (DTO) is required (Checker /TU – Approver/DTO). The DTO’s approval will initiate the payment process after a One Time Password (OTP) authentication via the registered mobile number.
  5. If there is a failure in the beneficiary validation/payment, the reason will be displayed to the users. On rectification of the errors, the payment process can be re-triggered.
  6. Nikshay reflects the beneficiary status (status of registration) and benefit status (status of payment) in the DBT Module.

Points to Note:

Healthcare workers collect bank account details which are entered into the DBT module of the NTEP Nikshay portal.

  • Beneficiaries without bank accounts should be encouraged to open bank accounts in Indian Postal Payments Bank or in any other bank as appropriate, or a relative’s bank account may be used.
  • If a relative’s bank account is being used, corresponding consent has to be taken from the beneficiary.
  • If the bank account has already been used for another beneficiary, then a new bank account has to be opened.
